Here are the steps:
1. 0.312 is the same as 312/1000
2. Find the GCF of 312,1000 and that would be 8
3. divide both the numerator and denominator by the GCF (which is 8) so 312/8/1000/8.
4. Lastly simplify. And the answer is
39/125.
